STATEMENT OF PURPOSES

Consistent with the bylaws of the Corporation (i.e., “Property Owners Who Care – South Padre Island” or “POWC”), the general purposes and goals of the Corporation shall include, without limitation, the following:

Ensure that due process is followed with respect to the enactment and/or enforcement of the laws, rules and regulations of the Town of South Padre Island.

Ensure that due process is followed with respect to the enactment and/or enforcement of the laws, rules and regulations of Cameron County, Texas, which have the potential to impact the citizens and the quality of life associated with the Town of South Padre Island.

Ensure transparency of decision making by elected and/or appointed public officials of the Town of South Padre Island and officials of Cameron County, Texas, including, without limitation, adherence to Texas state laws relating to “Open Meetings” applicable to governmental entities.

Educate Members of the Corporation and local citizens about, and monitor, any prospective amendments in the zoning rules and regulations relating to the Town of South Padre Island (including rules and regulations of Cameron County, Texas, that could impact the Town of South Padre Island).

Educate Members of the Corporation and local citizens about, and monitor, the expenditure of public monies by the Town of South Padre Island (and Cameron County, Texas, if those expenditures might impact the Town of South Padre Island).

Examine whether conflicts of interest exist with respect to elected officials of the Town of South Padre Island, or Cameron County, Texas, especially with regard to zoning and other actions taken by various governmental entities of the Town of South Padre Island and/or Cameron County, Texas.
Ensure that all applicable laws, rules and regulations (local, county, state and federal) that would impact the quality of life of the residents of the Town of South Padre Island, Texas, are enforced in a proper, timely and completely consistent manner.

Educate Members of the Corporation and citizens concerning any activities undertaken by the Town of South Padre Island or Cameron County, Texas (or any committees or other groups created by the Town of South Padre Island, Texas, or Cameron County, Texas) which relate to modifications to zoning, traffic, or signage laws, rules or regulations. Monitor such activities.

Educate Members of the Corporation and citizens about activities undertaken by the Town of South Padre Island, Texas, or Cameron County, Texas (or any committees or other groups created by the Town of South Padre Island, Texas, or Cameron County, Texas) that would in any way impact Isla Blanca Park. Particular emphasis shall be directed to preserving Isla Blanca Park for the long-term use and enjoyment of the general public. Monitor such activities.
